I would think the modal window itself wouldn't be an issue (there's plenty of extensions around that do that on the JED). The tricky aspect would perhaps be getting it to execute on a periodic basis i.e. 6-monthly but it could be done with CRON job for instance.
This assumes the visitors are regular users of your site in order for them to see the alert about profile updates in the first place. Perhaps a better method would be a periodic email reminder to check their profile is current.
To complement the above, there are other extensions that monitor users from the perspective of inactive accounts for certain time periods, which could then be automatically deactivated.
But it sounds like the membership is for a club, or association, for which you have current, active members and you just want a way to keep your membership list up to date (?).
