Administration Joomla! 5.x • Wanting my Ad Banners to rotate randomly, not all display at once

I am wondering if I am mistaken about how the Ad banners should work. I created one banner category (You-Tube Channels English) and I created two clients both of which are in the same (You-Tube Channels English) category.

I created to clients "Hebrew Bible Institute" and "Shalom Learning Center".

Then I created a two banners and placed them both in the same (You-Tube Channels English) Category

I then created two banner modules and have assigned both of them to the same position (adbannerhomerow001) and I was expecting the two banners to display one at a time and then randomly switch. However instead, they are both being displayed at the same time.

I read that if the banners were with the same client or if they were in the same category this would work. Am I mistaken?

Does somebody know what I might be doing wrong?
